Lagos Under Sanwo-Olu: Reengineering a Megacity Through Infrastructure

When Babajide Sanwo-Olu took office in 2019, Lagos was confronting the strain of a megacity whose population and economic activity had outpaced its physical systems. His administration’s response has been to treat infrastructure as a connected system rather than a collection of isolated projects, reshaping how people move, how food reaches markets, how healthcare is delivered, and how the state manages land and urban space.
Rewiring Transportation and Mass Transit
The most visible shift has occurred in transportation. After decades of stalled plans, the Lagos Rail Mass Transit system moved from concept to operation. Commercial services began on the 27 km Blue Line from Marina to Mile 2, followed by the 37 km Red Line from Agbado to Oyingbo. Together, they have cut commute times on some of the city’s most congested corridors and offered commuters a predictable alternative to road travel.
That shift is reinforced by new road infrastructure designed to create alternative routes and relieve pressure on existing arteries. The 5.04 km Ojota-Opebi Link Bridge and its approach roads now connect Opebi, Allen, and Ikorodu Road, giving motorists and commuters a bypass that previously did not exist. At the same time, the state has delivered hundreds of inner and arterial roads, including the dualized Eleko to Epe T-Junction and extensive rehabilitations in Alimosho, Amuwo-Odofin, and Badagry. The intent is clear: reduce the economic cost of gridlock by expanding both rail capacity and road redundancy.
Restructuring Food Security and Logistics
This transport reengineering is linked to a broader push on food security and logistics. Lagos consumes more food than any other state in Nigeria, yet its supply chain has long been fragmented and inefficient. The Lagos Food Systems and Logistics Hub in Epe was conceived to centralize that chain, reduce post-harvest losses, and stabilize prices by giving producers and traders a coordinated market and storage system.
It works in tandem with the Imota Rice Mill, a 32-metric-ton per hour integrated facility aimed at boosting local production and reducing reliance on imported rice. To complete the chain to consumers, the Lagos Fresh Food Hub in Abijo provides direct access to farm-fresh produce at controlled prices. Taken together, these projects reengineer the way food moves through the state, shortening the distance between farm and table and lowering the volatility that households face.
Expanding Healthcare and Social Infrastructure
Healthcare and social infrastructure have been reworked with the same logic of scale and specialization. The redevelopment of Massey Street Children’s Hospital into a modern, multi-storey pediatric facility expanded the state’s capacity for specialized child healthcare at a time when demand was rising.
In Ajegunle, the Tolu Schools Complex and Maracana Stadium integrated education and sports through multiple mini-football pitches and upgraded learning facilities, creating a space where youth development and academic growth reinforce each other. These are not standalone buildings but attempts to raise the baseline of public service delivery in dense, underserved neighborhoods.
Modernizing Urban Planning and Digital Governance
Urban planning and digital governance form the less visible but equally critical layer of the reset. The upgrade of the Lagos State Geographic Information Service and the completion of the Multi-Agency Administrative Complex in Alausa are streamlining land administration and public service delivery by digitizing records and consolidating agencies under one system. That reduces delays, curbs discretionary bottlenecks, and improves investor confidence in property rights.
Alongside this, the John Randle Centre for Yoruba Culture and History in Onikan reflects an effort to preserve and promote cultural identity within a rapidly modernizing city, anchoring urban renewal in a sense of place.
Conclusion: From Projects to a Connected System
What ties these projects together is a shift from reactive fixes to networked interventions. A rail line only works if feeder roads and BRT routes connect to it. A food hub only stabilizes prices if mills and farm hubs feed into it. A digitized land registry only matters if it shortens the time and cost of doing business. By sequencing projects across transport, agriculture, healthcare, and digitization, the Sanwo-Olu administration has tried to change the underlying systems that determine how Lagos functions daily.
The trade-offs are real. Construction has meant disruption, demolitions have been contentious, and funding constraints mean sequencing matters politically as much as technically. But the direction is consistent: Lagos is moving from patchwork repairs to a planned, integrated infrastructure system. If the next phase sustains this focus on integration and maintenance, the reengineering will begin to compound. If not, the risk is a city with landmark projects that never connect into a functioning whole.
For residents, the test will be practical—shorter commutes, steadier food prices, faster land processing, and more reliable public services. For the city, it is a chance to prove that a 20-million-person megacity can be reengineered from within without losing its economic dynamism.
