States, FCT IGR Jumps 41% To N5.15 Trillion In 2025 – NBS

Internally Generated Revenue (IGR) of the 36 states and the Federal Capital Territory (FCT) rose by 40.93 percent year-on-year to N5.15 trillion in 2025, up from N3.65 trillion recorded in 2024.
This was disclosed by the National Bureau of Statistics (NBS) in its IGR report for 2025 released on Thursday.
According to the bureau, Lagos State accounted for the lion’s share of the total revenue with N1.77 trillion, representing 34.4 percent of the total IGR generated by the states. Rivers and Enugu States followed in second and third positions, while Sokoto State recorded the lowest revenue within the period.
“The 36 states and the FCT generated a total of N5.15 trillion in 2025, indicating a growth rate of 40.93 percent from N3.65 trillion recorded in 2024,” the NBS report stated.
The NBS data showed that Lagos, Rivers and Enugu States recorded the highest IGR with N1.77 trillion, N428.42 billion and N406.77 billion respectively.
At the other end, Yobe, Ebonyi and Sokoto States posted the lowest figures, with N16.01 billion, N17.18 billion and N20.48 billion respectively.
The Bureau explained that IGR is classified into two broad categories: Tax Revenue and Ministries, Departments and Agencies (MDAs) revenue.
Tax components include Pay As You Earn (PAYE), Direct Assessment, Road Taxes, Stamp Duties, Capital Gains Tax, Withholding Taxes, Other Taxes and Local Government Areas (LGAs) revenue.
PAYE was the largest contributor to tax revenue during the period, valued at N2.64 trillion, representing 69.51 percent of total tax revenue collected, while Capital Gains Tax was the least at N12.40 billion.
The NBS further noted that tax revenue accounted for 73.64 percent of the total IGR nationally.
